A signed contract with the people of Panama and United States. It started off as United States owning the entire Panama Canal zone and then over the years we signed an agreement with Panama that in 2000, we would give up the panama canal and Panama would have total control of it.

I don't believe Europe was ever in the panama canal project.

If they were, they gave up because:

1) The war had weakened them

2) They ran out of resources and materials, manpower and money.

After witnessing the successof their Suez Canal, they wanted to biuld a canal that did not have a locksystem and wouldbe at sea level. After they started the project, they began to rush along the way and faced severe Geological and Medical issues. They eventually gave up because of lack of experience in that field. The Americans pretty much just bought the project after that and T. Roosevelt asked for it to be constructed.

It was a very expensive project and also many of the workers were catching malaria due to mosquitoe bites and dieing.
