Some antipathy would naturally arise even if the tax collectors just collected what was due - no one likes to pay taxes... But the Romans allowed tax collectors to add their own charge to what was owed - sort of a "handling charge."

The amount they added was unregulated, but still backed by Roman military might, so some tax collectors were actually robbing the citizenry. Because of this, tax collectors were widely seen as a thieving class.

If it's during their time under Roman rule it wasn't so much the actual principle of a taxation system but more the way in which the taxes were collected that was of contraversy.The position of tax collecter was tendered out by the Romans often to Jewish citizens. This meant they didn't have to do the unsavoury job of tax collection themselves but also that the tender was likely to be awarded to the highest bidder meaning the Jews were taxed more.Jewish tax collectors were often seen as a type of traitor to their own.
