I think its because That Constantine thought it would be too hard for 1 emperor to rule by himself so he divided the empire into two and sent one of his loyal servants to go rule the western part of Rome.

The Roman Empire could no longer control its large empire. The west side of the empire was plagued by attacks from barbarians while the eastern empire thought that it could survive for a longer amount of time therefore Rome split apart.
