Why did the battle of Kursk occur?

The 1943 Battle of Kursk (in the Soviet Union) occurred for several reasons. First, the basic goal of the Germans was to 'pinch off' a large bulge in the Soviet front-line as a first step towards a larger offensive. Second, the German High Command (especially Hitler) seemed to refuse to believe that the tide of war was turning against Germany; thus, resuming their general offensive actions in the East was almost taken for granted as a reasonable course of action.
