They wanted to ensure that there wouldn't be a dictator and so they divided power between branches. Today you can see how this is working with Trump. He is finding out that the two other branches can check him.

There are not "two" powers reserved to the states. All powers not explicitly granted to the federal government are retained by the states, or the people.
