Have you ever put Oil and Water in the same glass and tried to mix it?

This is the same thing. I bet you have some sort of containment on the surface you are trying to paint. ALWAYS wash your surface before painting and try to get off all oils before you apply. Unless you are using a oil based paint then make sure the surface is completely dry.

It was not prepped wright. The surface was not cleaned when it was painted,or there is no exhaust vent,or it is not being used when someone uses the shower. There is also

a chance that there is no moisture barrier behind the wall or it has deteriorated.

Spraying in high humidity, the paint will collect moisture before it hits the surface, and the surface will also be moist . The paint will later blister. Applying in too high a temperature can cause solvent blistering, often made worse by overthinning the paint and putting too much material on, in an attempt maintain a wet film. The use of slow thinners can help here.

Can the fiberglass top of a 1999 Camaro SS with bubbled up paint be painted or does it have to be replaced?

Yes, it can almost certainly be repainted, but whatever is causing the bubbling must be completely sanded off. It is unlikely that the bubbling (or blistering) is happening within the fibreglass , or in the gelcoat over it, but rather in the paint.
