Short answer: Japan wasn't the biggest threat to the World, and the US Gov't made the (correct) decision to try to avoid fighting a two-front war. Germany was rapidly taking over Europe, and showed no signs of stopping unless the US could successfully intervene.

Even tough Japan attacked America, Roosevelt and Churchill met and determined that Nazi Germany posed a greater threat worldwide. Hitler had already conquered Poland, Western Europe, Scandinavia, and the Balkans, Greece, and had turned toward Russia, while also threatening the Suez Canal in North Africa. They adopted a Beat German First policy, giving Japan secondary importance until that time. Roosevelt and Joint Chief of Staff Chairman George Marshal determined to allocate roughly two-thirds of US resources to Germany and one-third to Japan until German's surrender, at which point, all of Great Britain's and America's resources would shift to Japan.

Should the US have declared war on Germany in 1940 and not waited until after the Pajanese attack on Pearl Harbor?

Germany did NOT want to fight the US. The US needed a cause (reason) to declare war on Germany. Germany was NOT going to enrage the US. The ONLY reason Germany declared war on the US on December 11, 1941 was because Germany was hoping that Japan would reciprocate the favor and attack the USSR (Russia).
