Why do 4WD Hi and 4WD Lo indicater lights on the dash flash at the same time for 5 or 6 times on a 4x4 1998 Ford Explorer?

It may be a speed sensor failure. Try checking the codes with a OBD II reader. Most Auto Pats Stores will be happy to read the codes for you.

Yes! The three blinks indicate the system is armed and all doors are locked. If the lights do not flash, then a door is open. The single light flash upon unlocking tells you the system is disarmed.
