Without knowing the exact setup of the wiring system in a 2000 VW Beetle, if you are getting no power, check the earth feed in the wiring is not damaged, and get the relays that fire the low-beam checked/replaced. An easy test is to switch low-beam on and off once you locate the exact relay, and cut a length of garden hose to place one end on top of the relay and one end near your ear. This will confirm if the relay is in fact firing.
If its not, get it replaced, and if it is still not working, I'd suggest visiting an auto electrician advising what testing and troubleshooting you have already completed.
Lowbeam is an H7, highbeam/DTR is also H7

If you go to sylvania.com there is a model guide and it will lead you to the type of bulb you need. It primarily depends on if you have halogen or xenon HID bulbs. H7 for lowbeam fog light H11 if u looking for the bulb

The bulbs screw in from the rear and if you can't get to the rear, you have to take the light assy off.
The VW polo has headlight bulbs. If the headlights are not working, it may be a bulb has burnt out.

you will need to pull your head light out . under the hood is a locking lever push to release then move lever to release headlight will come out then. check connections on bulbs and ground. i replaced my light after hitting a deer. then lost the light . that is when i found bad connection. hope this helps. jim
To replace the parking light bulbs, remove the screw on top of the headlight and pop out the clearance light. The parking light bulb will be accessible after this removal.
