There are few places where Muslim women "have to" wear hijab, or head scarf. Most Muslim women wear the hijab of choice in accordance to the verse in the Quran in which God tells women to cover themselves (33:59). They do this out of modesty and obedience to God.

Per Islam religion rules, Muslim women are required to wear Hijab that covers head, hair, and neck but not covering face and hands. Wearing veils in some place is due to local traditions and customs and not due to religious obligations.
