Small bubbles on the surface, especially if they adhere to the sides, are a sign of low oxygen in the water. Change the water immediately, improve filtration and aerate the water more, and change it more frequently.
Males (and some females) blow bubblenests with their mouths as a place to store their eggs until they hatch. This usually happens when they see a mate and want to be ready, but sometimes males just do it on their own for no reason. It's a sign they're healthy.

No because i have had a male betta in the past and it was just him in the bowl and he was always making bubbles... I guess it just depends if your fish wants to mate he will make bubbles Hope this helps :)
