Boys are growing and comparing not just genitalia size but with pretty much everything. It is normal behaviour for boys to compare most things. They are competitive and are learning. It is educating for them and a sign they have a healthy outlook on life.
Not all boys compare body parts as some are shy about their body and that is also normal. Puberty sees boys of the same ages growing at different rates to each other, so some will be bigger than others just like in height, weight and strength. it is down to genetics and environment.
