They have rolls/wrinkles on their face because back when bulldogs used to bait bulls the wrinkles kept the blood (from the bull's nose) from running into their eyes, nose, and mouth. It also is because they do not have a snout, although some still have wrinkles when they have a small snout.

The reason bulldogs have droopy cheeks, droopy jowels, and many many facial wrinkles has to do with what they were bred to do; bait bulls. The breed was developed to have specific features that enabled it to bait bulls more effectively than other dogs. One of these features was it's short smashed in face; this allowed the dog to still be able to breath when biting the bull's nose. The facial wrinkles were developed so that the blood from the bulls nose would be channeled away from the dogs nose and eyes.

Back when bullbaiting was legal the bulldog breed was developed to efficiently bait bulls. This meant they had to be low to the grow, muscular, they had to have a short snout (so they could breath while biting the bull's nose), and many other breed specific traits. One of these traits was having lots of wrinkles. The wrinkles had two purposes; the first purpose was that if the dog was to lose his grip on the bull and be hit with a horn than the lose skin on his body would cause the horn to slide away from the dogs body thus preventing the dog from being impaled. The second reason applies to the facial wrinkles: when the bulldog was biting the bulls nose a lot of blood would run onto the dogs face and into his eyes and nose. To keep the blood from getting into the dogs eyes and nose breeders designed bulldogs so that their facial wrinkles would channel the blood away from their nose and eyes.
