Cats hiss when they are afraid or want to make something else afraid of them. If you hiss, you are telling them the same thing. If you are their owner, that could be confusing to say the least.

Not all cats do; I used to have a cat that LOVED it when people whistled a tune. But some cats may not like whistling because cats' ears are much more sensitive than humans' ears, and it might actually hurt their ears.

Cats interpret it as being hissed on. Other cats hiss as an aggressive move. So when you blow on your cat, you are threatening them. Don't do it. There are far better ways to "tease" them that encourages the friendship, not threaten it.

because the pressure from the breath disturbs(sometimes hurts)them because of their small ears. (You can see a stick looking thing if you look in their ears)

Why do dogs hate cats and why do cats hate mice?

Dogs don't hate cats. If you're saying why do they chase them, then it's because it's a natural instinct. But if the cat doesn't run then it probably won't get chased. Cats don't hate mice. They are just genetically programmed to hunt them, just like lions hunt zebras.
