I'm not sure If this is what you are asking but they pluck their feathers out because it's like brushing your hair, you purposely don't pull your hair out neither do birds. It can look excessive because it could be when the bird is molting (shedding feathers to make way for new growth) but if the bird starts to develop patches of missing feathers you will need to take it to a vet. That's not how molting works.

A female cockatiel pecks babies for acouple of reasons. One is for behavior issues.To move them where she wants them, and for grooming to spread the oil to the ends of their feathers.This is also a teaching moment. Cockatiels in the wild can get bird lice, so I guess part of the grooming behavior come from that Also down must come out before pinfeathers come in> If she is pecking growing, healthy feathers, maybe they are just getting on her nerves and it's time to separate them.
