Their is a small time fuse or a spolette (black powder filled tube) inside that ignites when the black powder lift charge goes off and sends the shell into the air. The time fuse or spolette is timed to burn until the shell reaches it's apex which differs for each size shell. When it gets to the top it passes the fire to a burst charge which is usually black powder coated rice hull but for smaller shells they sometimes use a stronger break such as KP, H3 or flash powder.
