well, no one "should" wear makeup. but i am 13 and i wear mascara, lip gloss and occasionally eyeliner. I think it really depends on what you're going to be doing. At thirteen you need soft, natural makeup when you go someplace like school or church, but I think you could wear either a few products or wear full makeup. Now...if you're hanging out with your friends on a Saturday, wear as much as you want so long as it looks good on you.

I notice the girls who wear lots of makeup are always serious drama queens. Don't do that, and it won't really matter how much makeup you wear. It's not how much you wear, it's what you wear and how you wear it. I'm in high school and the most gorgeous things are mascara; to make your eyes beautiful and bold so that no one can take their eyes off you. And also blusher!
