People know that they can make things better.. And sure, maybe not all scientists have done great things. So curiousity as well as good people ensure this searching.
Theories are explanations of natural phenomena. Every time a better understanding of some natural phenomenon is developed that explanation of the new understanding is a new theory. Sometimes the new theory explains a natural phenomenon never before discovered, sometimes that new theory explains an already well known natural phenomenon in a better way than previous theories explaining that natural phenomenon did. When scientists create new theories the explanatory power of science and our understanding of natural phenomena is actively improving. The absence of new theories in a given scientific field suggests that field is stagnant (or possibly even moribund) and not making new discoveries about natural phenomena.
