I'm not exactly sure what you mean by "kiss." I haven't been able to find any evidence that they actually do kiss, as opposed to the general sort of nuzzling that's pretty common behavior in mammals.

They do have some interesting behaviors, though.

Giraffes do something called "necking." This is not necessarily the "inspiration point" kind of necking, though... they actually swing their necks and heads to strike each other, in some cases even knocking the other down. This appears to be a kind of dominance behavior, similar to rams butting each other.

Sometimes, though, they do rub their necks against each other as a sort of prelude to sexual activity.

Giraffes blink for the same reason all animals do. The eye needs to remain moist to stay healthy. When an animal blinks, it spreads moisture across the eyes surface.
