Dogs do and cats don't.
Another Answer:
The above answer isn't strictly true; some cats do occasionally stick their tongues out for a variety of reasons. I have observed my own cat sticking his tongue out when he is smelling something that has a very strong smell; he will hold is mouth a open a little (probably due to his nose being overloaded with the smell) and his tongue peeks out. I think this is similar to when humans stick our tongues out in response to a very strong or unpleasant smell.
I have also noticed cats will stick their tongues out briefly just before licking their nose. This is linked to smelling strong smells (a cat often licks its nose after smelling something strong, maybe to taste it or to try and take the smell away), or when just about to sneeze.
Another situation is when my cat stops grooming abruptly, or suddenly gets distracted. It is as if he forgets his tongue is sticking out. I do not think this serves any purpose, but is very amusing to watch.
When a snake flicks out its tongue - it's 'tasting' the air. Microscopic particles of scent that are present in the air stick to the tongues surface and it's withdrawn back into the mouth. On the roof of the snakes mouth is a special 'pouch' called the Jacobson's Organ the tips of the tongue fit into this sensory organ - which 'decodes' the information and sends signals to the brain.
Each side of the tongue is separate - meaning the snake can also tell which direction a particular scent is coming from - leading it to its food. It's 'sensing' the air. The tongue picks up microscopic scent particles of the snakes surroundings - the tongue is withdrawn into the mouth and inserted into a special pouch called the Jacobson's Organ. This 'de-codes' the scent particles - and feeds the information to the snakes brain.
they are tasting the air and temperatures and can sense their envoirenment from doing it probably because their eyesight is poor and search for prey by doing it == ==
Some reptiles (particularily snakes) have lost their sense of smell and now use their sense of taste to the purpose of detecting odors on the air.
Lizards, like snakes, stick their tongues out to catch scents in the air.
"Tasting the air" is the way they smell. The scent particles stick to the tongue, and the Jacobson's organ processes the "scent."

This is a question that has gone un answered for many years. Some cats just do it, maybe they were grooming themselves and just forgot it was out.

The difference between a cats tongue and a dogs tongue is that a cats tongue is rough and looks like there is little teeth on the tongue. The dogs tongue is smoother than a cats and is most of the time longer than a cats tongue. Also a dogs tongue can be different colours. It seems to be said also that a dogs tongue can heel a wound.
First:don't just stick it in. Gently touch his tongue with yours and wait for him to respond. Don't overuse it-always be gentle and slow, and don't try to stick it as far in as possible. Follow what he does-it'll come naturally.
Newborns don't consciously stick out their tongues, but newborns have an instinctive suckling response, which involves the muscles of the lips and tongue. That response can get triggered even when the infant is not feeding, leading to lip smacking and tongue movement.
