They don't... They periodically shed their skin. Reptile skin doesn't expand as the animal grows (as it does in mammals). Therefore - when the skin gets 'too tight' - the snake sheds the old skin to make way for the new one developing underneath.

All reptiles have scales, but usually it's not dry. if it's dry, their environment isn't humid enough and/or they haven't had enough water.
