Some people do not report a crime because they don't see a reason, maybe they doubt that the police will bother to investigate a small home invasion. Other people are embarrassed about they crime, maybe they think they deserved what happened to them or they just don't want to have to explain it to anybody. And, most obviously, people don't often report crimes that they themselves have committed because they want to get away with it.

In many cases, there is a certain feeling of detachment in people. They think nothing bad will happen to them, and so when something bad does happen, they dismiss it rapidly. For example, if one were to see someone break a window, they'd think "It's not my business, they can deal with it," or "Someone else will report it." This feeling of someone else will report it is felt by many, and if everyone thinks someone else will do something, no one will do said thing.
Another case would be the tattletale. From early childhood, it was ingrained in our thoughts that to tell on others was a bad thing, to be frowned upon. This could eventually grow into a feeling of fear on reporting crimes, as one would believe there would be repercussions and the criminal would take a vendetta against them. Thusly, they would avoid reporting as it might cause harm to themselves, and once again, because it is none of their business.
The last theory I would have is laziness. If a person reports a crime, they would likely become a witness and be required to make a court appearance or something of the type. They would avoid such responsibilities, as once again, it is none of their business.
