It could be three reasons They don,t get high enough grades to get into a four year college. They can,t afford four yearcollege. Or they do not know what they want to major in. If theydo not know what to major in they can explore their interest and pick a major then tranfer to a four year college. And if their grades are not high enough they can tranfer to a four year college if they pull their grades up.

A Community College (CC) will allow you to concentrate your studies in any area you choose, in hopes of transferring those hours to a local university. If you succeed, good for you. If you fall flat on your face, it's not their problem. The CC will allow you to shoot for any major you want with the (transferable) undergraduate work done there. If you don't have previous credentials in the field you are interested in before you ever apply to a major university, they will not let you major in that area from freshman year. But a CC will, and if you do well, you are a shoo-in Junior year to the University to finish your degree. On the other hand, if you know exactly what you want to major in when you start college, and you have the credentials (high school work) to back it up, then starting at a university is more straightforward - the CC's advantage would be only fiscal (it's cheaper).
