Hessan: If by this you mean 'why do most people in Japan live on or near the coast,' you need to remember that most of Japan is coastline because of simple geography. The sea also holds an important place in Japanese culture because less that a 35% of the land is actually arable (can be farmed). As a result, seafoods ranging from seaweeds to fish and crustaceans were needed to supplement the basic diet. Additionally, most of the land inland is very mountainous which would make the construction of large settlements difficult and/or costly even in this time period. Lastly, most of the economic pursuits outside of agriculture in developing Japan were based around trade and industries that required the importation of raw materials, leading to major development around ports like Osaka, Nagasaki, and Tokyo which continues to this day despite the nation's changing economy.

The coastal areas are usually rich and fertile due to water flow and flat land. The centre of Japan is very mountainous so most farmland is on the coast.
