Additionally, most of the land inland is very mountainous which would make the construction of large settlements difficult and/or costly even in this time period. Lastly, most of the economic pursuits outside of agriculture in developing Japan were based around trade and industries that required the importation of raw materials, leading to major development around ports like Osaka, Nagasaki, and Tokyo which continues to this day despite the nation's changing economy.
