It's not smart, and there's probably not a universal reason. Someone may be running late, impatience, impulsive behavior, didn't see the red light until it was too late to stop, thrill-seeking, showing off for others in the car, and many other reasons. But it's not a safe or smart thing to do, and if caught, you can be ticketed.

When approaching a railroad grade crossing where the gates are down or the lights flashing you should stop before the stop line. If there is no stop line then at least 15 or more feet from the nearest rail.

It depends how far you want to travel. If it's a short distance, you're best to take the bus/car. People who commute almost everyday or frequently rail passes are the best option. However if it is crossing regions, then I recommend using a rail pass.
