Every state has the same number of senators, but the number of representatives varies by population. This gives us the two house Congress, where in the Senate every state has an equal vote, while in the House of Representatives a state's voting power is related to its population. Both houses must agree on a piece of legislation in order for it to pass.

No. Each state has 2 Senators, but the number of Representatives (Congressmen), which is fixed at 435, is based on the population of the state as a percent of the total US population. Each state is guaranteed at least one Congressman.

Because the larger states thought it was unfair that smaller states had just as much say in the congress, so they made the house of representatives as a compromise to larger states and the senate for smaller states. The number of representatives is based on population allowing larger states more representatives.
