Muslims throw rocks not on the Dome; they throw rocks on Jews who come to pray at the Western Wall which is located quite close to the Dome of the Rock Shrine.

According to the Muslims, it is a tradition in the memory of Prophet Hazrat Abraham (Ibraheem in Arabic) AS. When Hazrat Ibraheem AS took his son Hazrat Ismaiel AS for sacrifice, Satan tried to lead him astray. At three different places Satan came to him to mislead him but he remained firm in his faith and threw small stones at Satan. So the Muslim pilgrims throw stones on the places where Hazrat Ibraheem AS threw stones at Satan. They do this on the 10th, 11th, and 12th of Zilhajj.
