they could be old and cracked.if their new they may not be slick enough, buy a can of rainx it should fix it. I remember getting a "factory recall notice" about the wipers (which I did not take advantage of) and have the same problem occasionally. I am planning on replacing the wiper motor.
The most common cause that windshield wipers stop working is a blown fuse. The windshield wiper motor may need to be changed is also common.
If the windshield wipers are not working on a 1990 Chevy Lumina, the problem could be with the wiper motor, the wiper motor relay, or a fuse. The least expensive fix to this problem will be replacing the fuse if it is blown.
Have you checked the fuses for the wipers? It may be that simple.
why are my windshield wipers not working in my 2001 chevy silverado 4x4, 5.3 extended cab LS short box, maroon, two toned, glass pack, brush guard, 265 75 r16 tires, 126,700, 5000 hours,

Should be 20"
if it is like my older model chev truck there is a circut board in the wiper motor assembly, (under the hood), that needs to be replaced. You can get the part at any auto supply store.
The parking mechanism isn't working and the magnet probably needs replaced. Take it to a garage as it has to be soldered in.
under the hood by the engine
yes
Turn the wipers off, pull the wiper arm off, and replace it in the correct down position.
First you have to diagnose what the problem is before you can fix it.
