Why do we have prime ministers?

It is a very powerful position, enabling someone to do a lot in a country. It is the head of the government. It is also a very well paid job. For these and other reasons, it is an attractive position.

The parlimentary government needs to have a legal head of the parlimentary body just as our Congress has a President and a Vice President. They have some of the same powers as our President. Prime Ministers function slightly different but for the most part they have fairly similar functions .... depends on the country. UK's prime minister is as I described above.

In a parliamentary republic such as Israel, Ireland, Germany, Austria or Italy, the President serves a similar role to that of a constitutional monarch, normally representing the whole country abroad and awarding medals, while the Prime Minister is head of government and leads all political decisions. In a semi-presidential republic such as France, Russia or Iraq, the President normally has wide strategic policy powers while the Prime Minister represents (defends) the government in parliament and leads the civil service in implementing the Presidents policies.

Only some countries have both. Like France and Russia.

Some countries have a Monarch; a king or queen as the head of state such as Thailand, or the United Kingdom and many of her former colonies such as Canada and Australia.

A president tends to be the head of state, occupying the same role that a king or queen might in a monarchy.

A prime minister is the elected head of parliament, who's role it is to lead the currently elected government to push new legislation into statute.

Some countries e.g. USA do not have both.

It is important in politics to have a system of checks and balances, so that one man (or woman!) never has too much power. Splitting the roles of leadership into two serves this well. England has had a near unbroken constitutional monarchy for nearly 1000 years!

These days royalty do not get involved in politics, but a new prime minister still requires the Queen's permission to form government.

There is neither a prime minister or queen of England, only of the United Kingdom of Great Britain and Northern ireland. England is one part of Great Britain (along with Scotland and Wales).
