This sensation of cold will occur after getting wet by sea water or freshwater (or pool water, as the case may be). It happens because, once the wetness of your clothes and skin are exposed to the air, the water begins to evaporate. Heat is required for evaporation to occur, so the drying out of clothes and skin by the evaporation of water makes them cold, and they begin to "steal" heat from your body, making you feel cold.
