Apparently Poptropica wanted to show off the images they have of great artworks, which have been at the Pop Art Museum since the beginning of Poptropica. Thus the unprecedented inclusion of one island in another island's quest.
When you chase the thief on the scooters, he gets away, dropping the key card. When you return to the museum, the package from the curator arrives, and you are off to Early Poptropica. You do not even have to scan the (copied) painting inside with the hidden message.
After first hunting and searching and trying things, very few players will not immediately recognize where the key fits (the one that you receive from the curator at Pop Art).
