Why do people obey the state?

There are many different reasons to obey the law:

Some people obey the law because there are consequences otherwise, and they logically or emotionally want to avoid those consequences. Other people's consciences might tell them the law is "right," and they want to do what is right. Others might obey the law because they think that it will benefit society, or protect them from harm. Others might obey because it benefits them in some way. Some people might obey the law as long as it seems ethically correct to them, and then disobey it when it seems ethically wrong. Some might obey the law in public to impress others or present a good image, and flout it when they feel like they cannot be caught or where they are protected from ruining their image. Some people might be obeying the law not even knowing they are, just because that is the way they have learned to live.

They do not obey governments, they obey laws and regulations enacted by their governments. If people object to these laws, they may undertake a variety of actions to try to change the laws, through political influence, the ballot box or ultimately overthrow of the government.
