Because rectal palpation is the cheapest way of finding out whether a cow or heifer is pregnant or not (and "how pregnant" or rather, how far along they are). The uterus is located just below the rectum, and can easily be felt by an experienced producer or veterinarian. It's a lot cheaper than having an ultrasound done, or an ELIZA exam, and quicker a blood test, and can be performed by anyone with a little bit of training and practice and who doesn't mind sticking their arm into the rectum of a cow.
