Many Americans consider Thomas Jefferson a hero because he did a lot of positive things for the nation, including taking part in its creation. Not only did he compose the Declaration of Independence and persuade states' representatives to sign it, he led the Colonists' efforts to overthrow British tyranny, primarily through his intelligent, moving use of language. As our third president, he negotiated the Louisiana Purchase, which vastly increased the size of the country. He also assigned Lewis and Clark to survey and explore the area, which enhanced our claims on it and encouraged people to set out to develop it. So, in a very real way, he shaped America and its future at a very fundamental level. Certainly that took heroic effort.

Was Andrew Johnson a villain or a hero?

If the question relates to US President Thomas Jefferson, he is almost universally portrayed in epic proportions as an American Hero. (Certainly there have been Jefferson's who do not rank so well. Jefferson Davis as the President of the Confederate States of America comes to mind and Jefferson Airplane, was neither heroic or villainous but produced good psychedelic rock music in the 60's.)
