>>No, but they have a "Monsoon Season" each July, August and September, that is accompanied by deadly lightening, and sometimes large hail.<<
In fact, Phoenix Arizona can get tornadoes. A tornado is produced by specific storm cells that have rotating wind patterns, and though they are rare in some places, they can still occur there. I'm no expert, but I live in Phoenix and am sitting in my bathroom because we are under a tornado warning right now (and remember a warning means there really is something)!
The Tucson Metro area has had two tornadoes. They both happened in the San Xavier Mission area, one in 1964 and one in 1974.

It doesn't. Arizona has a low incidence of tornadoes as the dry climate inhibits the development of severe thunderstorms.
It is in the Texas Panhandle, which is a tornado-prone region, so the city is vulnerable and has been hit a fair number of times.
It is inevitable that Orlando will eventually have a tornado, as it is in a tornado prone area. However we won't know when the next one will be until it actually happens.
No.
The area of greatest tornado activity appears to be shifting northward. It is unknown how this might affect tornado intensity.
Such a thing is impossible to predict. A tornado warning itself is a prediction that the threat of a tornado is imminent. As soon as signs indicate that a tornado warning is warranted, then one is issued. So there is no way of nowing when a tornado warning is going to be issued until it actually happens.
Eventually, yes. New York, both the state and the city, get tornadoes. However, there is no way of known when these tornado will happen.

It is inevitable that there will be a tornado somewhere, probably fairly soon.
It is impossible to predict when the next tornado will happen anywhere.
Yes. The most recent tornado to hit Tucson was an F0 on March 7, 1994.
It is impossible to make long term predictions of whether or when a specific location will have a tornado. When we do determine that a town or city is going to be hit, the time to the tornado's impact is measured in minutes.
