Syrians have an extremely negative view of Israelis and if Israel were to intervene in the Syrian Civil (even if only in a humanitarian capacity), whatever side Israel chose would immediately be seen as illegitimate and evil. As a result, Israel does not intervene. Additionally, the 1973 armistice between Syria and Israel and the creation of the UNDOF zone is one of the only armistices between Israel and an Arab State or Rebel Group that Israel acknowledges has been strongly honored. Israel would not like to jeopardize that agreement.
