Firstly, the dogs are rescue dogs and it is counterproductive for the dogs to carry something that is going to weigh them down. Secondly, any person suffering from hypothermia could die if they consumed alcohol. The barrel around a Saint Bernard's neck is basically an Urban Legend. Saint Bernards aka Alpine Mastiffs never wore barrels around their necks. An English artist named Sir Edwin Landseer painted a painting he named 'Alpine Mastiffs Reanimating a Distressed Traveler' wherein he decided, for whatever reason, to depict one of the two dogs wearing a small barrel.
