It is and isn't at the same time. Each species of birds have a different size wingspan for different flight. For example the Wandering Albatross has the largest wingspan out of any bird species and they use it for catching thermals and flying about the ocean. Swallows need a much smaller wingspan so that they can easily maneuver to catch insects and nesting materials on the wing. The kakapo needs a smaller wingspan because it can't fly.
