A lot of blood is sent to the head because the human brain is so large and needs so much energy. Also, the skin on the head is a little on the thin side, so a lot of blood can force it's way out of a comparatively thin cut, since there's very little intervening dermis and hypodermis.

Different people have different styles, however, I start from the left ear going from front to neck, moving toward center of the head. Then from right ear to center of head.
