The question should be put the other way round, the energy rating (wattage) of the bulb affects its size. This is for conventional incandescent gas filled bulbs. Other types such as halogen bulbs have different sizes, but again the larger the wattage the larger the bulb, and the same for more modern energy saving bulbs.

Yes, lower wattage bulbs are cooler. Only a tiny percentage of the energy coming out of a light bulb is light, the rest is heat. That's why you can have an incandescent bulb give a certain amount of light, and compact fluorescent bulb give the same amount of light for 1/3 the power. Or an LED light for 1/10 the power. In the case of the LED, it's just 90% less heat.

If you look at small lamp fixtures, you will often see a fixture that says "60 watts maximum" or some other figure. That's entirely for heat reasons.
