Often? In general, no, not with great frequency. However, it depends on the personalities and interpersonal dynamics of those involved, the setting, the presence of others, and other factors such as cultural upbringing, age, influence of mind-altering or inhibition-lowering substances, its intended and perceived erotogenicity, degree of familiarity, and so on... A graph of the female population and the frequency of their putting their hand down a man's pants approximates a standard Bell Curve, as found frequently in statistical analysis. At one low extreme of the curve are those women who never do. The median marks those who very rarely do. And at the other tail of the curve are the ones who will do so fairly spontaneously whenever the particular set of circumstances permit it, given certain social constraints, when it's subjectively considered as fitting a certain objective (and when a number of other prerequisites are met) -- but not otherwise. Personally, I've found that if the woman is given the correct type and intensity of psychological, physiological or other sort of positive reinforcement by the man during and/or immediately after such an event, that tends to increase the probability and frequency of its reoccurrence at some future time, if such is deemed desirable.
