Most cars used to turn on all the warning lights when the starter was cranking the engine. This is a check mode so you can see they work.
If you want more time to see, put the car in drive, put your foot on the brake and turn the key, the lights should all come on but the engine should not crank.
For manual trans cars leave your foot off the clutch in Nuetral. Same effect.
It is normal if other lights come on at the same time. All of the reminder/warning lights should come on when ignition is in idle (key's in ignition, but the car is not running)
Prizm's had a timing belt up until 1998 when they then switched to a timing chain.
Engines use 0 gasoline until they are started.
I can't say for sure, but I have a 2001 Prizm and called some mechanics to look into having the belt changed, and they told me I didn't need to because it has a chain. According to the repair manual from 1993 through 1997 the Prizm used a timing belt and was an interference engine. From 1998 until end of production the Prizm used a timing chain. same with its mechanical twin, the Toyota corolla.

Check engine lights will not turn off in a vehicle until they are reset. To reset the light on a 1994 Toyota Tercel pull the ECU fuse.

It started by hand. A hand crank at the front of the engine allowed you to turn the engine until it fired (started). An example of the crank can be seen in the photo above, directly over the license plate.
I had a 1986 cj that had the same problem. Couldn't find the problem until the dimmer switch on the floorboard went out. Replaced the switch and the gauge lights started to work.
