Well unlike most marine mammals the sea otter has no blubber and thus relies on its exceptionally thick fur to keep warm. Otters in general need usually live in cold waters they have a very soft, insulated underfur which is protected by their outer layer of long guard hair. This traps a layer of air, and keeps them dry and warm under water.
Otters have fur because they need it to survive the cold waters of the Northern Pacific Ocean and the Southern Pacific ocean.
they have layers of hair
in order to keep themselves warm in cold water
It's so dense because they need to stay warm when their in the water, if water gets to their skin they could die from freezing to death if the water is cold.
So they don't get cold in the winter.
