If you're seeing foam in the coolant and it's being pushed out of the coolant system, you PROBABLY have a blown head gasket or cracked head.
If the engine has overheated even once recently, the head probably warped causing the gasket to blow, or the head could have cracked.
Either way, it's fairly serious and should be addressed promptly.
Autozone/ advanced auto usually has antifreeze that goes with either kind. I suggest that.

The 1996 Saturn more likely has a blown head gasket. The gaskets will give this problem. If the head is in doubt it can be checked for warpage.
The coolant level sensor is bad. It is integrated into the coolant bottle, so you need to replace the coolant bottle.
