When you disengage your engine's power, the intake has a level of ambient pressure that needs to be released at a rate that does not damage your injectors and maintain current level of air/fuel mix in the entire throttle body. You also are hearing the exaust being released which must stay at a certain intake/exhaust ratio managed by your car's CPU. So your engine blocks the fuel flow to the injectors but continues to allow some air to enter the firing chamber to crest a negative intake pressure and a positive exhaust pressure. This locks up your engine naturally. Commonly known as engine exhaust breaking. Now your fuel pump may be surging to keep the fuel lines full for a quick restart.
Only Fords are fitted with fuel shutoff switches. The majority of these are located in the trunk. Check the make, model, and year of your vehicle if you want more specific information.
A bad enough " jolt " to the vehicle from a collision or hitting a bad pothole etc , anything that would make the little metal ball jump off the magnet and trip the switch

All fuel pumps make some noise. If the noise is much louder than other fuel injected cars your fuel pump is defective. Fuel pumps that make noise normally fail before long.
That indicates a fault and the switch needs replacing.
If the fuel pump is bad it will just quit pumping gas, the electric fuel pump always makes a little noise when running.
FUEL PUMP SHUT-OFF SWITCH After a collision, if the engine cranks but does not start, the fuel pump shut-off switch may have been activated. The "Fuel Reset" indicator light will illuminate in the instrument cluster. The shut-off switch is a device intended to stop the electric fuel pump when your vehicle has been involved in a substantial jolt. 1. Turn the ignition to the OFF position. 2. Check the fuel system for leaks. 3. If no fuel leak is apparent, reset the fuel pump shut-off switch by pushing in the reset button. 4. Turn the ignition to the ON position. Pause for a few seconds and return the key to the OFF position. 5. Make a further check for leaks in the fuel system. Roadside emergencies The fuel pump shut-off switch is located in the passenger's foot well, behind the kick panel.

The emergency fuel shutoff is located on the passsenger side underneath glove compartment. There is an open slot with a button on it. Make sure it is pushed in for vehicle fuel system to supply fuel.
If you turn the ignition key to the run position , the pump runs for about 3 seconds and then shuts off if you don't start the vehicle
If it is loud (louder than other GM cars of the same era with fuel injection) I'd suggest you get it replace BEFORE you are stranded. Running out of fuel damages the fuel pump. They all do make some noise, but the noise is not "loud" Sometimes the baffels in the tank break and pieces of the baffels lodge in the fuel pump.
