That is the overflow tube. It means that the float level is too high, or there is crap in your float bowl.

I just went thru that. You have to take the back chain cover plate off. 4 bolts. the foot peg and the bolt holding the brake line if attached to cover. Then you can get at the bolts, 7/16th with a small socket anbd and extension on the small rachet. It will just fit between the selonoid and the frame. Have a friend hold a flashlight so you can see.

When setting the points, the fiber block on the points, which ride on that cam, should be stopped on each of those high spots or lobes. Gap should be 18 to 21 thousandths equally on either lobe.
