That is the overflow tube. It means that the float level is too high, or there is crap in your float bowl.

Nowhere. It is the vent hose for the carb.
I am new to this but I am hoping I can fix this myself. I was hoping it was the primary gasket. I replaced it and it didn't help. the drip forms on the lowest point under the primary when it has been parked for a few hours. thanks for any suggestions.

I just went thru that. You have to take the back chain cover plate off. 4 bolts. the foot peg and the bolt holding the brake line if attached to cover. Then you can get at the bolts, 7/16th with a small socket anbd and extension on the small rachet. It will just fit between the selonoid and the frame. Have a friend hold a flashlight so you can see.

The most common cause for occasional, small oil leaks is a worn seal or damaged gasket. The leaks are most visible when parked but occur constantly.
There is a small cam in the mechanism that the points ride on. It has a narrow lobe and a wide lobe. When setting the points, the fiber block on the points, which ride on that cam, should be stopped on each of those high spots or lobes. Gap should be 18 to 21 thousandths equally on either lobe. If not, you hanve a problem.
Just like the battery on any other vehicle, connect the charger's clips to the battery terminals, red to positive and black to negative. However, because the Sportster has a relatively small battery, if charging at a high amperage (ten amps or more), it's important to monitor charging carefully unless the charger is fully automatic. Don't leave a small battery charging at a constant 10 amps overnight. For peace of mind and foolproof charging, I recommend using a Battery Tender, which you can leave connected to the battery whenever the bike is parked. It cannot overcharge yet keeps the battery at full capacity.
