Most likely, the larger volume of air, and its greater speed at the high setting is sucking all the heat out of the heater core that it can deliver. That is, the higher airstream "dilutes" the warmth of the heater core.
The heater core may be clogged in the parts where the hot water runs through it. You could try power flushing your cooling system . . . on the cars I have had (Dodge, Plymouth) it was much easier (though not real easy) to simply replace the heater core, which on those cars was behind the glove compartment. If you look under the hood, you should see 2 black hoses going into the firewall near each other. That would be hwere the heater core is.
i can turn the blower speed on low and the air gets warm , but not hot . then i can turn it to high and it get even cooler Check your thermostat, it may be stuck.

If the fan is not blowing, a fuse may be the cause. If there is just not warm air being blown by the fan, check your coolant level in your radiator. Low level of water and coolant will cause the heater to blow cooler air.
The heater fan ONLY blows the air, it does not make the temperature of that air. Your heater temperature controls how hot the air is. Adjust your heater temperature for hotter or cooler air.
