Since plastic is bad conductor of heat it does not allow free passage of heat...Its molecules (each of them) hide some heat energy and pass on the rest whereas in the case of metals which are very good conductors(in general) of heat the molecules allow better passage of heat . Since less heat passes on to ice when coated with plastic than metals, the ice melts slower in plastic than metals.
