You have a vacuum hose leak. When the hose breaks, this is the quote/unquote default position. Open the hood, look at the firewall just a little left of center. There is a very tiny rubber hose that "Ts" into another hose. It's probably broken there. Carefully splice the hose back together using another piece of tubing. I own a '97 GC Laredo with 228,000 miles on it, and I've had this problem happen twice. I asked the dealer to just replace the entire hose, but they informed me to do so required removing the entire dashboard. Instead, they just fixed it for me free of charge. With time tubing and hoses get brittle, and why Jeep wouldn't design this so it could be repaired easily is beyond me. The mechanics at my Jeep dealer in Noblesville, IN, couldn't agree more. But they're a great bunch and fixed it real quick for me.
