The first time, I thought it was the oil pressure sending unit, so I replaced it. New sending unit was still reading 80 psi (maxed out). Last night, the engine ground to a halt, despite good maintenance with Mobil 1 synthetic oil. I think the high pressure indicates blockage in the oil system, causing oil starvation somewhere in the engine. I think mine was in the lifter area, because they kept getting louder before the engine failed. High pressure is a big problem, in my experience.
I have the same problem on my 1995 Jeep Grand Cherokee Laredo 4.0 and was told it's a bad pressure monitor sender that wasn't reading the pressure correctly. I'm not sure if this is correct and I am continuing to look into the problem. MY 4.0 WOULD PEG OUT HIGH AFTER YOU STARTED IT. IT WAS ALWAYS THE SENSOR LOCATED BELOW THE DISTRIBUTER. NOT TOO HARD TO SEE. HAPPENED EVERY COUPLE OF YEARS( 50K-60K MILES)

I dont know about the '99, but on my '95 the high beams are activated by pulling the turn indicator lever towards the driver. Pushing it forward turns them off again.
Check sending unit or sending unit wiring for short to ground. Also could be a plugged oil line causing a spike in pressure. Try installing a mechanical gauge to get an accurate pressure reading.

Which ever one or ones are making the noise, the lock actators have gone bad. The actuator comes as part of the door latch.

I have a 99 Grand Cherokee and the driving lights are turned on by pulling on the button located at the top of the head light switch on the left side of the column, Note that the driving lights will only work with the low beams and will turn off when you switch to high beams. If you search the net you can find a way to have the driving lights and high beams on at the same time, this usually involves modifying a relay under the hood.
